Η Δυτική Αρμενία αναγνώρισε επίσημα με νέο προεδρικό διάταγμα τον Πρόεδρο της Αμερικής Woodrow Wilson (1856-1921) ως Δίκαιο. Αυτή η απόφαση έρχεται ως συνέχεια της αναγνώρισης του Raphael Lemkin (1900-1959). Ο Πρόεδρος Wilson ήταν από τους πρωτεργάτες της Κοινωνίας των Εθνών και γι’ αυτό τον δυναμικό λόγο τιμήθηκε το 1919 με το Βραβείο
